Studi Kualitatif Implementasi Program Pemberian Makanan Tambahan (PMT) Pangan Lokal pada Balita Gizi Kurang di Puskesmas Tengaran
Qualitative Study of the Implementation of the Local Food Supplemental Feeding Program (PMT) for Undernourished Toddlers at the Tengaran Community Health Center

The Tengaran Community Health Center is one of the community health centers that has implemented the Local Food PMT Program. According to data from 2024, the number of toddlers suffering from malnutrition was 181 (8.32%) of the total number of toddlers, but only 161 (87.9%) toddlers received PMT. During the implementation of this program, the increase in the nutritional status of toddlers was still 50%. The research design is descriptive qualitative, data collection through in-depth interviews. This study uses an interactive model for data analysis. Informants consist of nine people, including program implementers, posyandu cadres, and mothers of toddlers receiving PMT. Overall, this local food PMT program has successfully increased community awareness about sustainable nutrition and improved children's nutritional status, particularly their weight. According to David C. Korten, the success of this program can be seen through three important aspects, namely the program aspect, the organizational aspect, and the utilization aspect. Additional funding is needed to ensure that infants with poor nutrition can receive PMT to improve their nutritional status, along with improvements to supporting facilities such as adequate kitchen equipment and cross-sectoral collaboration to build good relationships with the community.
ABSTRAK
Puskesmas Tengaran merupakan salah satu Puskesmas yang sudah mengimplementasikan Program PMT pangan lokal, menurut data tahun 2024 jumlah balita yang mengalami gizi kurang sebesar 181 (8,32%) dari jumlah keseluruhan balita, namun yang mendapatkan PMT hanya 161 (87,9%) balita. Selama implementasi program ini kenaikan status gizi balita masih 50%. Desain penelitian ini adalah deskristif kualitatif, pengumpulan data melalui wawancara mendalam. Penelitian ini menggunakan model interaktif untuk analisis data. Informan terdiri dari 9 orang, termasuk pelaksana program, kader posyandu, dan ibu balita penerima PMT. Secara keseluruhan, program PMT pangan lokal ini berhasil meningkatkan kesadaran masyarakat tentang gizi berkelanjutan dan meningkatkan status gizi anak-anak, terutama berat badan mereka. Menurut David C.Korten keberhasilan program ini dapat dilihat melalui 3 aspek penting yaitu aspek program, aspek organisasi, dan aspek pemanfaatan. Diperlukan dana tambahan supaya balita yang mengalami gizi kurang bisa mendapatkan PMT agar status gizinya menjadi baik dan perbaikan fasilitas pendukung seperti perlengkapan dapur yang memadai serta kerja sama lintas sektor untuk membangun hubungan baik dengan masyarakat.
